Key command focus problem

My key commands are different depending on what window i have open. I can see how this might be useful but i would like things like 'zoom', 'show mixer' etc to remain consistant. When i have a plug-in open and in use my 'record' shortcut key command won't work! Is there an easy way of getting reaper to adjust its behaviour without changing the key command for every window? Also what happened the midi editor in reaper 4? Its weird. Double clicking a note doesnt delete anymore!

Thank you very much Ollie. I have voted for global key commands. Only 22 people so far! I dont really understand the "pass through key to main window" solution. I may need to read it a few more times! Double left click on note was assigned to open note properties by default in my version of Reaper 4! Not sure why, but i have found where to change that. Thanks once again!

oo. just figured out the "pass through key to main window". I must have been tired last night. Brilliant!

Actually I figured that if I didn't change the mouse settings, it must have been default but actually it just respected my old preferences in the new settings. Should have known that. Or I just can't remember that I changed it. :)
