I'm not surprised at your experience with PACE. All over their website you can find verbage to this effect: "PACE Anti-Piracy creates software that developers can use to protect their software from theft." and "...you must contact the vendors and have them contact PACE." Basically PACE does not consider you their customer. Digidesign, et. al. ("the Developers") are their customers, and your are Digi's customer. If you have 120 different auths from 120 different developers on your iLok and you have problems, you need to take it up with all 120 of them.
That being said, there are supposed to be web-based tools coming for doing things like cataloguing your authorizations and moving authorizations from a floppy to an iLok, or from iLok to iLok. You'll still need an external floppy drive, mind you, to do this transfer, but it (someday) will be possible (maybe).
I had heard it was to be announced at Oct. AES and available shortly thereafter, but that didn't happen.
