Item: Set to custom color (DONE)

Currently, this action ONLY colors the content of an Item to the custom Item color. Would like to see an extra Action / option to custom colorize the BACKGROUND of the selected Item with this action. Seems more logical to me, regarding contrast.

It is likely that this is controlled by an option in the preferences. I set mine a long time ago and the background of my items are coloured by either track or item colours.

I just went thru this not long ago. If I understand what you want, check "Tint track panel backgrounds" There is also Theme Tweaks ...
