It would be helpful, sure, but many people do subtitles in different ways. There is no set standard, really. Especially considering there are so many different authoring programs out there. Also, you have to take into account that such material is almost assuredly considered copyrighted and such a site would be attacked quickly. What I would personally like to see is a compilation of CCE .VAF files available for everyone to use. Since this is nothing more than information about the stream, it would not be subject to copyright violations. That file would enable one to completely skip the first pass in CCE and work directly with the .VAF file to attain the desired bitrate. As far as I know, this file can be used anywhere, provided it was with the same source and transcoded the same way. (Either Avisynth or VFAPI with the former being the most popular)
