Why beats have 100 "ticks"?

Hello, I know REAPER is a kind of new age for several things in the DAW world, but why does it divide beats in 100th (and, IIRC, MIDI events are in user definable divisions)? This creates unnecessary difference and confusion IMHO, especially when importing data from other sources (other hosts etc.). Is there some way to change/redefine the beat sub-unit number? +1 I'm sure the the MIDI boys would much rather see ticks (after all we can specifiy the number of ticks in a quarter note in the preferences). As an option / preference, of course.
