Have they checked the load sensing valve? It is located on the underside of the body just ahead of the rear axle assembleage. It has been a notorious provider of poor braking when it goes wrong. Possibly may need refurbishing and seal replacement. Season's Greetings and all the best, Peter. :car-smiley-031:
